The CalSTRS Enterprise IT Solutions and Innovation Division is seeking a motivated individual to work as an Information Technology Manager I in the Web Solutions Development Unit.

The Enterprise IT Solutions and Innovation Unit provides solutions development and related support services aimed at delivering and optimizing the CalSTRS enterprise-wide, technology-based solutions to the business. This division works in collaboration with the Project Management, Infrastructure and Operations, Enterprise IT Governance and CalSTRS business areas in the delivery of quality solutions that meet or exceed the business needs of CalSTRS. This division manages and provides oversight to Solution Services, START Solutions Development, Web Solution Development, and Data Solution Services teams.

The Web Solutions Development Unit provide development services to various custom applications and commercial off-the-shelf (COTS). Work includes new development as well as supporting and enhancing existing business applications. The team works in collaboration with Application Architecture, Web Application Development and Web Content & Collaboration Teams to perform complex and technical, hands-on design and development. Primarily Microsoft-based technologies are used.

Under the general direction of the Director of Enterprise IT Solutions and Innovation, the Information Technology Manager I will oversee the duties and activities of the Web Solutions Development Team. The incumbent is responsible for ensuring applications and solutions are fully operational and meet the quality of service expectations by CalSTRS business stakeholders.

The ideal candidate will possess the following skills: 

  • Bachelor’s degree in Computer Science or related field or equivalent IT work experience.
  • In depth knowledge and hands on experience with application development, data analytics, technical troubleshooting, and DevOps.
  • Strong oral, written, and interpersonal communication skills to communicate technical information to technical and non-technical audiences.
  • Experience with coordinating projects and implementing solutions to meet agreed upon deadlines.
  • Ability to train, develop, and monitor supervisors and staff to ensure consistent application of approved software development lifecycles (SDLC).
  • Knowledge of monitoring compliance and the ability to gain approvals on deviation from defined process and procedure.
  • Ability to work effectively as a team player and work collaboratively with internal users.
  • Experience with Waterfall, Agile, and Hybrid Agile methodologies.

Employees may receive a 5% salary increase until they reach the maximum salary for the position.


Telework Information: We offer a hybrid approach including in-office and remote work solutions with staff working on-site at our  Headquarters in West Sacramento 2 days per week .

Working Conditions

All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment with CalSTRS.

Background Investigation

Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education and check driving records.

CalSTRS Disclosure Requirements

This position may be subject to disclosure and disqualification requirements concerning economic conflict of interest in government work, including the  Conflict of Interest Code that applies to CalSTRS team members and the  Political Reform Act , which require disclosure of certain investment information and use of a designated trading platform for securities transactions, as well as filing a  Statement of Economic Interest (Form 700) .

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Two years of experience as an Information Technology Supervisor I in State Service; or
  • One year of experience as an Information Technology Supervisor II in Statae Service; or
  • Six years of information technology experience performing a variety of progressively responsible technical, analytical, or supervisory tasks in support of computer systems or services in one or more of the major six domains or a closely related or emerging IT field. At least two years of experience shall include performance of highly specialized work in a lead capacity on highly complex or specialized information technology systems or services, or in a progressively responsible supervisory capacity over highly complex or specialized information technology systems or services.
