Duties

Major duties of this position include but are not limited to...

  • Provides the day-to-day oversight of all accounting, auditing, payment, and agent cashier activities in the four accounting classifications of the Service
  • Performs the administrative and personnel management functions relative to staff supervised
  • Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed
  • Communicates expectations for staff through the formal employee performance management system
  • Hears and resolves complaints from employees; works in concert with Chief of Finance on group grievances and more serious unresolved complaints
  • Responsible for furthering the goals of Equal Employment Opportunity (EEO) by taking positive steps to assure the accomplishment of affirmative action objectives and by adhering to nondiscriminatory employment practices regarding race, color, religion, sex, national origin, age, or handicap
  • Responsible for supervising audits and quality reviews

  • Solely responsible for the maintenance of the Financial Management System (FMS) that provides for the classifying, recording and analyzing of valuable information
  • Provides instruction and technical expertise on fund control point management and employee travel training to accounting technicians, control point officials, service/care line chiefs, and fund control clerks as needed to fulfill their jobs in a fully successful manner

I ndividual Occupational Requirement (IOR):



Basic Requirement:

  • Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

  • Combination of Education and Experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Specialized Experience (GS-13 Grade Level): One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to...a thorough knowledge and understanding of accounting policies, procedures, and directives and how they affect payment and adhering to appropriation law within the Department of Veterans Affairs; extensive knowledge in auditing, sharing of resources, cost accounting, Purchase Card Program, processing travel operations, and a mastery in integrated accounting systems; significantly more skilled and knowledgeable on of a wide variety of computer software packages and programs, specific accounting formularies and equations used for calculating accruals and allowances, specialized methods of determining equipment types and numerous procedures for processing the various types of appropriated and non-appropriated funds; a thorough and complete knowledge and understanding of sharing agreements, policies, and procedures within the Department of Veterans Affairs to effectively manage and supervise the program and how they affect our affiliations outside of the agency; exceptionally skilled in coordination and integration of many very important and complex financial programs such as the Financial Management System, Audit Programs, Sharing Agreements, Affiliations with Universities, and Invoice Payment Systems; thorough knowledge of the Purchase Card program policies and procedures within the Department of Veterans Affairs to effectively supervise the management of the program and for use with outside customers; full knowledge in auditing and accounting theory, concepts, standards, techniques, and practices applicable to governmental operations in a medical setting; ability to recognize and understand management's goals and financial control functions, when there is a need for investigation or study if possible, problem areas and call attention to superiors to offer advice or recommend solutions based on the incumbent's best professional judgment; and must have professional knowledge of the different appropriations that are associated with the VA accounting system



There is no educational substitution for the GS-13 level.
