Job Classification: Public Safety Dispatcher
The City of Downey is hiring for the position of Public Safety Dispatcher. All candidates must complete the ECOMM National exam through the National Testing Network (NTN).

Salary Range: $27.79 - $34.43 hourly

City Information: Downey, CA
Population: Approximately 113,000

Job Requirements
Education: Completion of high school or equivalent.

Experience:

Option One: One (1) year of full-time experience as a public safety dispatcher (preferred).
Option Two: Two (2) years of full-time clerical/administrative support experience with extensive public contact, either in person or over the phone. Experience in a law enforcement agency is highly desirable.
Knowledge of:

Modern office practices and procedures, proper English grammar, and dispatch codes.
Effective communication techniques, map reading, and the use of computer systems.
Ability to:

Quickly evaluate emergency situations and determine appropriate responses.
Operate a computer-aided dispatch system and related equipment.
Perform multitasking duties efficiently and maintain accuracy in high-pressure situations.
Speak clearly and confidently while processing information from multiple sources.
Maintain confidentiality and exercise good judgment.
Operate a personal computer and type at a rate of 30 words per minute.
License/Certification Requirements:

A valid California Class C Driver's License or the ability to use alternative transportation for job-related duties.
Must obtain a POST Dispatcher Basic Certification within one year of appointment.
Typing Certification:
Applicants must attach a typing certification (dated within the past 24 months) showing a typing speed of 30 words per minute. Typing certificates must be from a local college, adult school, or employment agency; certificates obtained online will not be accepted.

Essential Functions
Answer and process emergency and non-emergency calls.
Evaluate, summarize, and prioritize calls to determine the appropriate response.
Receive, respond, and document information from multiple sources while maintaining accuracy.
Dispatch units based on availability, priority, and location.
Use databases to examine subjects and vehicles and relay information accurately to field personnel.
Communicate effectively with callers, including those requesting police, fire, or emergency medical assistance.
Make quick decisions in high-pressure situations.
Use a computer-aided dispatch system for emergency and public service responses.
Transfer emergency information to other agencies when necessary.
Perform additional related duties as assigned.
Application Process
Part I:
Submit a complete employment application, supplemental questionnaire, and a typing certification. All application materials must be uploaded and submitted online. Applications that are incomplete will not be considered. A thorough review of applications will be conducted, and those who meet the qualifications will proceed in the selection process.

Part II:
Applicants who meet initial qualifications must complete the ECOMM written exam through NTN within the last 12 months. Scores are forwarded directly to the City of Downey's Human Resources Office. Minimum scores required:

Call Taker: 53 or higher
Recording (Note Taking): 64 or higher
Dispatch: 43 or higher
Part III:
Selected candidates will participate in an oral interview, assessing knowledge, experience, and suitability for the position. This panel interview will be conducted by subject matter experts.

Additional Steps:
Candidates who successfully complete the selection process will undergo a background check, including employment references, criminal history review, fingerprinting, credit check, and a polygraph test. A psychological evaluation and a job-related medical examination, including a drug screen, will follow a conditional job offer.

Knowledge and Abilities
Knowledge of proper English grammar, modern office practices, and communication techniques.
Ability to learn and apply dispatching procedures and City codes.
Skill in using personal computer systems and typing accurately at a specified speed.
Effective problem-solving skills and the ability to remain composed during emergencies.
Ability to communicate with a diverse public and maintain professionalism.
Bilingual skills in Spanish or Asian languages are highly desirable.

Physical and Environmental Conditions
Duties involve sitting, standing, and walking for extended periods.
Frequent use of hands for typing and operating office equipment.
Must be able to lift and carry items weighing up to 25 pounds.
Work is performed in an office environment with exposure to computer screens.
