 (Health Services Manager, Senior)

SALARY INFORMATION

In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates

Effective June 27, 2025 – 4.0% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate’s qualifications, subject to appropriate authorization.

HEALTH CARE AGENCY

THE DEPARTMENT
Through assessment, policy development and assurance, Public Health Services (PHS) provides a wide range of services aimed at reducing death and disability by reducing the transmission of communicable diseases, preventing and lessening the impact of chronic diseases, and ensuring healthy and safe environments.  

THE OPPORTUNITY
The Health Care Agency, PHS is recruiting for an experienced Division Manager for Health Promotion and Community Planning (Health Services Manager, Senior). Under the supervision of the Assistant Deputy Director of PHS, the Division Manager will lead and manage multiple health programs, including Nutrition Services (WIC and CalFresh Healthy Living), the Local Oral Health Program, Tobacco Use Prevention Program, Injury Prevention Program, and the Public Health Messaging and Engagement Team. This position requires a high-energy person with strong leadership skills and outstanding interpersonal and communication skills.

As the Division Manager for Health Promotion and Community Planning, the incumbent will:

  • Be responsible for various government grants and the administration of federal and state-funded programs within Nutrition Services, Local Oral Health Program, Tobacco Use Program, Injury Prevention Program, and Public Health Messaging and Engagement Team
  • Ensure that all programs align with public health goals and comply with local, state and federal regulations 
  • Direct data management, research, and program evaluation processes to ensure goals and objectives are met
  • Establish divisional goals and priorities, direct and delegate work to staff, and effectively communicate expectations to staff and with management
  • Manage the division’s overall budget including, but not limited to, annual budget preparation, tracking, projections, contracts management, and coordination of strategic financial planning activities
  • Review all grant-related spend plans and expenditure reporting to federal or state government/grantor
  • Prepare and present comprehensive reports, letters, media responses, and other communications on program performance to PHS Leadership and internal and external stakeholders
  • Develop a comprehensive public health messaging and engagement strategy and review and finalize all deliverables 
  • Supervise staff across various classifications and provides clear, direct, and timely feedback to staff in an open and accessible setting that includes preparing them for performance evaluations, coaching, and constructive feedback 
  • Collaborate with, local, regional, and national governmental agencies, community groups, and healthcare providers to foster strong and productive partnerships 
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

The ideal candidate will have a strong background in public health management and a commitment to improving community health outcomes. Additionally, the ideal candidate will possess five (5) years of professional health administration experience within public health programs that includes two (2) years of lead/supervisory experience. A master’s degree or higher in these fields is desirable, but not required.


In addition to the above, the ideal candidate will possess the following:

Technical Experience 
  • Extensive experience managing a public health program
  • Understanding of data collection, analysis, and experience providing actionable insight based on analysis
  • Thorough knowledge of understanding and interpreting grant requirements, with proficiency in fiscal planning and financial strategy development
  • Comprehensive knowledge of current public health practices, policies, and regulations, with the capability to comprehend both state and federal laws and ensure compliance with public regulations and policies
  • Properly assess public health needs and priorities and provide the appropriate resource allocation 
  • Ability to apply critical thinking and analytical abilities to steer research and program evaluation 
Leadership | Supervisory Skills
  • Experience with performance management and skill building 
  • Ability to effectively lead a high-performing, results-oriented team in achieving organizational goals, while skillfully managing competing needs and objectives 
  • Building team performance capabilities and potential of others 
  • Experience in empowering staff to achieve short and long-term goals
Oral | Written Communication Skills
  • Extensive experience with documentation of health promotion and community planning initiatives
  • Ability to effectively communicate complex information and make requests in a clear, concise, logical, and persuasive manner, both verbally and in written form 
  • Experience in crafting, editing and evaluating guidance for effective messaging 
  • Experience working and communicating with various levels of an organization 
  • Proven ability to prepare comprehensive reports, presentations, and correspondence
  • Skilled in drafting grant proposals, policy briefs, and reports for leadership presentation to the Board of Supervisors
Strategic Planning | Organizational Skills
  • Experience in fiscal and revenue planning and managing in a governmental setting
  • Ability to efficiently and effectively plan and manage the preparation, submittal and approval of organizational budgets and fee schedules
  • Experience in successfully obtaining and managing program grants, contracts, and reporting
  • Assess staffing needs and the appropriate allocation of resources

RECRUITMENT PROCESS
