CHILDREN’S SCHOLARSHIP FUND PHILADELPHIA OVERVIEW
Children’s Scholarship Fund Philadelphia (CSFP) is a privately funded nonprofit organization with a mission to provide students from under-resourced Philadelphia families with financial access to quality, safe, K-8th grade tuition-based schools, thereby increasing the long-term economic and social success of their children. CSFP grants need-based partial scholarships via a random lottery. With a nearly $15 million operating budget last year, CSFP raised and was awarded over $14 million in scholarship dollars from private donors (individuals, foundations, and companies). CSFP currently serves more than 6,200 children enrolled at over 150 private and parochial schools.
Since 2001, Children’s Scholarship Fund Philadelphia has been changing lives by providing parents the opportunity to select a safe, quality school for their kids. CSFP offers scholarships to Philadelphia families in financial need so that their children can attend tuition-based schools that meet their educational needs.
Now, CSFP is launching a bold plan for growth. CSFP aims to serve more students longer by removing the organization’s four-year restriction on scholarships and retaining more of its scholars through 8th grade, while still providing 2,000 new scholarships annually. The CSFP Breaking Barriers Campaign, with its historic fundraising goal of $100 million, will be essential to this plan.
POSITION OVERVIEW
The Sr. Manager of Data and Evaluation (SMDE) will report to the Chief Program Officer and will partner with internal staff, families, school partners and external consultants to support organization-wide learning that advances the mission of CSFP. The SMDE will lead learning and evaluation efforts to ensure that CSFP continues to be a learning organization. The SMDE will support and encourage a climate where learning thrives and informs action, thus bolstering a commitment to data-driven decision making, enhancing organizational effectiveness, improving program quality, and deepening CSFP’s impact.
The SMDE will oversee the collection, analysis, interpretation, and use of new and existing data to:
· Measure, monitor, and report on program and organizational performance
· Document and share effective data and evaluation practices
· Track progress and success against key performance targets
· Lead ongoing evaluation and program improvement efforts
ROLE AND RESPONSIBILITIES

Program Data Integrity and Quality
· Ensure that lottery application data and student/family record data is collected and retained in a succinct and concise manner.
· Create and implement a plan for continuous data quality and data monitoring
· Create, clean, analyze and report on key program data from within CSFP’s database.
Cross-Department Data Sharing
· Build out CSFP’s organization-wide data management approach to ensure relevant data is easily accessible to all CSFP staff.
· Partner with the Advancement team to ensure that accurate and reliable data is integrated into grant proposals, marketing, and other essential external-facing communications.
· Develop operational processes that support the seamless exchange of data and information across departments to promote collaboration and knowledge sharing.
· Facilitate opportunities to build evaluation capacity across the organization through discussion with staff on survey best practices, data best practices, CSFP program data overviews.
· Manage organizational dashboard measuring KPIs and present to staff and board on quarterly basis
Evaluation and Measurement
· Collaborate with CSFP leadership to design and continuously refine CSFP’s evaluation strategy, including creating evaluation plans for CSFP’s various programs.
· Oversee research and evaluation consultants to ensure that meaningful data is analyzed and all contractual obligations are met.
· Oversee and manage the systems and processes for collecting, storing, and organizing key program and evaluation data.
· Design and disseminate data-collection instruments to capture feedback from program participants and partners.
· Analyze, synthesize, and share program evaluation data to inform continuous quality improvement efforts.
· Visualize data through dashboards, summaries, reports, and presentations to communicate findings and share learnings with internal and external stakeholders.
· Monitor the national and local landscape to stay abreast of best practices related to scholarship administration and K-8 education that could inform CSFP’s current and future work. Support the CEO in collecting and preparing presentation data on the school choice movement.
QUALIFICATIONS
While no candidate will have every quality outlined for this position, a successful candidate will bring many of the following professional qualifications and personal attributes:
· Bachelor’s degree required, master’s degree in education, social sciences, program evaluation, data analytics, or a related field preferred.
· Three-plus years of experience working in the field of research and evaluation.
· Preference for experience with education institutions or nonprofits.
· Deep experience with program evaluation and outcomes measurement required; preferred candidate will have experience with formative and summative evaluation.
· Demonstrated experience in gathering, organizing, and analyzing large amounts of data to support improvement efforts.
· Experience maintaining the confidentiality of identifiable data and navigating privacy issues related to data collection; preferred candidate will be familiar with Family Educational Rights and Privacy Act (FERPA).
· Advanced skills utilizing various software and web-based tools. (e.g., MS Excel, Google Forms, Constant Contact, Qualtrics)
· Demonstrated experience providing technical assistance and support to cultivate staff growth.
· Strong research, analysis, and writing skills.
· Experience working with diverse constituencies.
· Ability to thrive in collaborative professional environments.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
Certain abilities to physically perform the duties and to work in the environmental conditions are required, such as:
· Must be able to travel—valid driver’s license and/or access to transportation when necessary required.
· Must be able to sit for extended periods of time at a computer.
· Must be able to maneuver in an office space, including reaching file cabinets, filing, faxing, scanning, copying, typing, mailing, and making phone calls.
· Must be able to support event setup and breakdown which includes lifting to 35 pounds, bending, reaching, climbing, and standing.
· CSFP currently operates in a virtual hybrid environment, with two days required in the office.
· Accessibility to the internet when working from home is required.

BENEFITS AND COMPENSATION
CSFP offers competitive compensation packages that are commensurate with an individual’s experience and education.
Salary Range: $68,500 – $78,500
CSFP offers all employees the following benefits:
· 100% employer-paid health, dental, and vision coverage.
· Generous paid annual leave policy, including three weeks of vacation, one week of sick leave, three personal days, one floating holiday, 10 paid holidays, and a company-wide winter break between December 26th – December 31st.
· Early dismissal on Fridays between Memorial Day and Labor Day

· Up to $3,200 in scholarship tuition for up to three children enrolled in K-8 CSFP partner schools.
