Under the general direction of the Staff Services Manager II, the Staff Services Manager I (Specialist) serves as a subject matter expert (SME) for Instructional Design for the Workforce Development, Talent Delivery Unit.

This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. This is subject to change based on operational needs.

The salary ranges listed do not include the 3% General Salary Increase effective July 1, 2025.

Special Requirements

All interested applicants are required to submit a Statement of Qualifications (SOQ). Please provide direct responses to each of the numbered items listed below. Applicants must number and include the full text of the SOQ items in their response. Please include specific examples of your education, training, and/or experience. SOQs should be limited to a maximum of two (2) pages, single-spaced, twelve-point Arial font.

1. Describe your experience as an instructional designer working on a team of Learning and Development professionals. What was your primary role and your unique value proposition?
2. Describe your experience leveraging technology to design and deliver a learning solution. What was the training goal, what was your role, what technology did you use, and how did you measure success? What considerations, if any, related to efforts associated with Diversity, Equity, and Inclusion.
3. Describe your experience managing projects, with special emphasis on managing multiple projects at one time. How did you collaborate with team members and stakeholders to ensure the project deliverables were suitable and completed timely? Please be specific.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Familiarity with SCORM, xAPI, and web design development. Proficiency with rapid authoring tools, such as Articulate Storyline 360 and Rise 360
• Experience working in a digitally collaborative environment leveraging technology platforms like SharePoint, Microsoft Teams, Zoom
• Experience designing and delivering training to various audiences using eLearning delivery modalities (such as Computer-Based Training (CBT), Virtual Instructor-Led Training (VILT), and hybrid models)
• Experience building knowledge assessments and measuring information retention.
• Experience in deploying learning solutions that are accessible and inclusive
• Expertise in instructional design techniques for adult distance learning
• Experience using advanced functionality within a learning management system (LMS)
• Experience with Microsoft Suite, to include PowerPoint, Excel, and Word
• Exceptional communication skills— verbal, visual, and written
• Ability to apply the principles, methods, techniques, and tools for developing, scheduling, coordinating and managing projects
• Ability to act as change management agent
• Ability to collaborate and influence stakeholders to maximize training delivery outcomes.
