Job Description:

This is a community-based position that serves residents of the Pueblo of San Felipe. In collaboration with leadership, plans, organizes, and manages the day-to-day clinical and administrative activities of the entire Behavioral health clinical program (village, System of Care program, school-based, and equine sites). Incumbent will develop and implement strategies, policies, protocols, and systems that improve operational productivity, efficiency and customer service of all BH clinical areas in alignment with the goals and objectives of the Pueblo of San Felipe Administration, Indian Health Service P.L. 93-638 contract and System of Care program and other federal grant requirements. Incumbent will serve as a member of the assigned area’s management team and participate in decision-making for organizational operations, goals and enforce operational standards and procedures. Incumbent also provides direct behavioral health services including psychological assessment, diagnostic, therapeutic, and case management services for individuals, groups and families as clinically indicated.

This position performs both administrative and clinical functions.

Duites:

Essential Duties:

Provide direction of an integrated Behavioral Health Department activities in accordance with Pueblo of San Felipe Administration and the Indian Health Service P.L. 93-638 contract, System of Care Program and other federal grant program requirements in a generally autonomous structure.

  • Administrative:
  1. Plan, organize, and manage clinical operations to ensure the maintenance, integration and parity standards of day-to-day behavioral health operations and ensure exceptional service among patients, staff and health care providers with established federal and local standards including HIPAA, ACA Code of Ethics, AMHCA, Indian Health Service, etc.
  2. Manage daily behavioral health program operations including establishing department goals, work priorities, overseeing workflow and analyzing management practices to identify solutions for patterns and issues
  3. Supervise and train staff in performance of programmatic and administrative activities or functions and provides guidance to clinical and administrative personnel in the enhancement of operational efficiency and improvement of patient responsiveness to services
  4. Develop and manage operating programmatic budgets and ensure fiscal practices and responsibilities of assigned federal grant programs are carried out and follow appropriate policies and procedures
  5. Work with quality team to implement quality assurance practices for behavioral health services offered and in developing new community behavioral heath programs and updating existing policies as indicated by program evaluation of demographic changes to ensure behavioral health program integration
  6. Provide direct supervision with responsibilities for hiring, clinic orientation, scheduling, discipline, performance evaluations, training, work allocation staff competencies and problem resolution
  7. Collaborate with Business Office Billing to optimize behavioral health billing and collections
  8. Collaborate closely with System of Care administrative team of principal investigators, contractors and evaluators for the management and successful completion of tribal council approved research-based grants and activities
  9. Collaborate with other community programs including Tribal Courts and Children, Youth and Family Services to reducing barriers to care
  • Clinical: Provides direct patient care to eligible residents of the Pueblo of San Felipe, in accordance to Tribal Administration and Indian Health Service P.L. 93-638 contracting requirements
  1. Provide diagnostics and evaluation of mental, emotional and substance use disorders of individuals and administer treatment programs, in a variety of tribal, community-based clinic areas to include village, equine, school-based settings
  2. Treat psychological disorders utilizing various appropriate psychological techniques and treatments for individual, group, and family therapies to effect improved adjustments and health outcomes
  3. Conduct individual therapy programs and perform a range of direct assessment, diagnosis, treatments, and crisis intervention for individuals, groups and families
  4. Document and oversee the documentation of the entire therapy program in accordance to established policies and procedures with especial adherence to policies that ensure patient confidentiality
  5. Provide management of assigning appropriate levels of caseloads and activities of counseling and administrative staff
  6. Provide weekly clinical supervision of established licensed staff, psychology interns, certified peer workers in individual and group supervision settings to ensure treatment and compliance standards
  7. Conduct regular case reviews with clinical personnel and appropriate prevention and community-based providers to ensure improved adjustments and positive health outcomes

Qualifications:

Education: Master’s Degree, preferably a Doctorate in a behavioral health related field (i.e. psychology, psychiatric nursing) and extensive experience in a tribal community health setting.

Experience/Basic Knowledge:At least 5 years of Administrative experience and 10 years of direct clinical service program work. Knowledge of Public Health practices, Health Education, Community interventions, Comprehensive Community Support Services, health promotion and disease prevention, and Indian Health Service P.L. 93-638 contracting.

Required Licenses/Certification: Current New Mexico License as a Mental Health Professional (i.e. Doctorate of Psychology, etc.) LPCC, LISW, LCSW, LMFT, or Licensed Clinical Psychologists. Prefer a valid driver’s license. CPR/First Aide Certification.

Physical Requirements: Must have manual dexterity to enter and retrieve data from a computer. Ability to sit and stand for long periods. Bends and stoops regularly.

Preferences: San Felipe Preference and Veteran’s Preference.

Knowledge, Skills & Abilities:

  • A thorough understanding of Behavioral Health and Substance Abuse Counseling and principles.
  • A general understanding of Health Education, Health Promotion and Disease Prevention, community assessment and evaluation techniques.
  • A general understanding of Principles of Community Health and social-ecological frameworks for community change.
  • An ability to work with the community and other health professionals to assess health needs of communities, develop and implement community based behavioral health interventions and adjust plans principles to unique cultural needs of the community.
  • Thorough knowledge of professional care and principles, practices, and procedures for Behavioral Health and Substance Abuse interventions on an individual, family, and community level.
  • Knowledge of customs and mores of the Pueblo of San Felipe community, and appreciation for the importance of traditional ways of lifestyle and language.
  • Ability to apply multicultural sensitivity and awareness of working in tribal communities
  • Demonstrates ability to communicate effectively both verbally and in writing with a wide scope of people including Indian Health Service employees, paraprofessionals, tribal groups, government agencies, private agencies, patients, and families.
  • Working knowledge of Microsoft Office software including: Windows, Word, Access, and Excel. Familiarity with Indian Health Service RPMS computer system including: QMAN. Familiarity with Internet and e-mail. 
  • Ability to manipulate data and modify educational and counseling programs to be consistent with cultural requirements.

Additional Info:

Supervision and Guidelines: Incumbent is responsible for coordination and professional supervision, training and guidance of licensed and para-professional staff including Substance Abuse Counselors, Certified Peer Support Workers, and office supports staff.

Guidelines include the personnel policy and department policies and procedures.
