Under direction of the Attorney Supervisor of the California High-Speed Rail Authority (Authority), the Attorney will be responsible for providing a broad spectrum of legal advice on diverse legal activities with various levels of complexity related to the work of the Authority’s Real Property and Third Parties Office. The incumbent will complete assignments and provide legal advice and guidance by utilizing California statutory and regulatory authority relative to procurements, contracts, real property acquisition, relocation, condemnation and inverse condemnation, and utility relocation. The incumbent works closely with, and directs, private outside counsel and the Department of Transportation regarding legal advice and litigation.

Part time telework is available for this position up to three days per week for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.
While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incumbent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. • Working knowledge of state functions.
• Experience providing legal advice related to transportation or large-scale construction projects.
• Experience drafting, reviewing and revising contracts.
• Ability to negotiate and build relationships with private and other public entities.
• Legal experience related to real property transactions.
• Experience with the laws pertaining to eminent domain.
• Demonstrated understanding of the Federal and State Uniform Act.
• Experience performing legal research and applying facts to law.
• Experience working with utility companies.
